Yes, every instrument in Kontakt.

It only happens in Kontakt. Every other instrument and Acoustica VSTs are fine.

It happens in every project. I will submit a support request.

That makes sense. So velocity off is just a numerical expression, it does not do anything, as opposed to velocity on which changes the volume of a note. I'm pretty sure I know what velocity on does, but velocity off has thrown me.

If I change velocity off from 0 to 127 on a midi note, it does nothing.

I have just noticed that it is doing this will all instruments in Kontakt 5.81

I will try resting Kontakt and then reinstall if that does nothing.

If that does not work I will talk to Kontakt support.

Yes, everything is in the one folder that I drop onto the desktop. It is the right audio file, it's just automatically rearranging it. I'm going to assume it's a Windows glitch. Trouble is, some of my cloud back ups now have these corrupt files.
