Yes. Go into Windows Apps settings and uninstall the two Melodyne items. The Melodyne installer runs after the Mixcraft installer, so you can also just choose not to install it in the first place.

Yes, that's the way it's designed to work. So, the time signature information is being stored in the MIDI file, and it's up to the other program to load it properly. The other program may have a setting that can be changed or a different way to load the MIDI files.
