I have this problem too. Been meaning to report it for ages. As far as I'm aware I have a bog-standard UK keyboard. The tilde is shifted on the # key. The key to the left of 1 contains 3 symbols none of which is a tilde and none of them have the desired effect (snap off)

Seems like it might be better/cheaper to buy or build a quiet machine in the first place rather than have to replace fans, power supplies etc after the event - I've done that a couple of times now and it pushes the cost up quite a bit
