A quad-core system (like the OP has) should be able to handle 20 tracks without breaking a sweat. My four year old dual core could run 60 tracks at 24 bit (on Sonar 6). As Eric suggests, you shouldn't be going lower than 44.1 khz sample rate. Also, having a second hard drive strictly for audio makes...

... the song has been recorded so that the levels within each track very rarely peak.... If by peaking, you mean going into the red, or past 0db? If the latter, you need to bring the individual levels way down. And as you are seeing, just hitting red is going to cause you problems as the tracks acc...
