Theres tons of great resources for tutorials on all levels. And there are many links here in the "Tips and Tricks" thread area to help find some.
But my interpretation of "forum" is discussion. And while good discussion forums do exist, the better ones generally involve paid subscription member groups.
And as already mentioned, we have a discussion group forum right here that I think is relatively good....
