Please don't ask why I want to do this ....I just want to know if you can...because I have not been able to.

No.
Backwards compatible only.
However, if your project folder is well organized, its is probably not difficult to re-import the tracks into a previous version and pretty much build a new VERY similar project.
Why? i dont know.
