I am not sure this is exactly what you mean, but yeah, there is something odd going on there.

If no notes are selected, the "All" selection should be the default. I see a grey block. Not selected but not the normal white unselected status.

If even one note is selected, the button status seems normal.

I didnt have time to test this, but I think the function is as expected, and the graphic displayed isnt correct. Will test this further later.

Thanks for reporting this! I guess most people quantize more that one note at a time. I filed a problem report on it.
