Not per track, but you can have per clip:

You can also hold down the Ctrl key and drag the end of an audio clip to instantly time stretch it.

I'm still new and learning mixcraft, but this came in handy for me a few days ago. I think the metadata on a drum loop clip was wrong and it wouldn't import properly at all due to incorrect tempo data. I struggled to get the metadata corrected in sound forge and got close, but ultimately had to use the time stretch in mixcraft to get it to sit perfectly in the 4 bars. Really nice feature.

Its a great feature indeed, always wondered what algorithm they use for the stretching, its pretty decent.
