Windows 7 or Anybody - Automation Rubber Band Issues?

I'm testing the automation rubber band thing on a Windows 7 platform.
When I create a "point" somewhere on the time line, and then select a point next to it (like I'm doing a quick "cut"), the point from which I'm cutting from falls down. Literally.. It goes down to zero %.
Anybody else notice this?

I think I see what's going on here..
It will allow you to drag it as close as 1/64th of a beat, but AAANY closer and it thinks you're replacing the initial point.
I don't like this.. but whatever!
