Latency problems with Windows 8

Hi,
I am running windows 8 and new to this software, having a few problems recording. I cant seem to get latency right, the previously recorded tracks are faster than the new tracks I am trying to record. It is impossible to play on time like this. I am new to recording with my computer and I am getting very frustrated trying to get more than the 2 original tracks on that I record initially. I have tried moving the settings up and down neither seems to effect this in a positive way. Any suggestions would be greatly appreciated!
