Are we at a point in the Mx9 development cycle where we can start doing dirty installs of new builds rather than uninstall-reinstalling? One is just much more time consuming than the other...

It depends where you're starting. Anybody with an old beta build (not 436 or higher), should probably still uninstall. Beyond that, we'll tell you if it's necessary.
