Mp3 Transfer from New Laptop to iPhone

Hey,
I had to get a new laptop and I'm still getting things dialed in. Annoying: yesterday I was able to transfer an Mp3 recorded on M9 to my iphone via iTunes. Today, I can't. The tune/Mp3 shows up in the iTunes "On My Device" playlist (which should be what is on the phone). I sync, but the Mp3 isn't in the phone Library or Playlist. I haven't changed any settings since yesterday.
I'm running Win 11 and the phone is iPhone SE iOS 15.5, the iTunes 12.12.4.1
Any suggestions?
