Is it possible to move a project saved on one computer to another and open it there, or once it is saved you can only open it from that hard drive? How is this done?

Lots of ways, usb stick, memory card, upload to cloud.

Hi,
The tricky part is that you need to move all the audio (or video) files that are in the project as well. If all the files needed for the project are in the same folder, that's easy, but if you have audio files that are are scattered in different folders and you don't copy those, then you'll have missing files on the new computer.
Click on the File menu and select "Copy Project Files to..." That option gathers all the files you need for a project and puts them in the same folder or zip file for easy transfer via USB stick or whatever.
(If you choose to put the project in a zip file, remember to right-click on it to extract it on the new computer before you try to open the project).
